Bernard Clements

 

  • Curriculum Vitae Mr. Bernard Clements

    Bernard Clements is with the Institute for Prospective Technological Studies (IPTS) in Seville, part of the European Commission's Joint Research Centre. He founded the ICT Unit there in 1999 and stepped down last year to become its adviser. He was previously with the EC in Brussels, working on regulatory policy in telecommunications and broadcasting, and on the reforms needed to address the post-1998 competitive environment for telecommunications services and infrastructure. He also supported EU assistance programmes in telecommunications regulation in Latin America and Eastern Europe.

    Prior to joining the EC in 1993, he spent fifteen years as a consultant, latterly working out of Paris and Madrid, and before that some ten years divided between manufacturing and operating companies in the telecommunications sector in Europe and North America.

    Mr. Clements has a degree in Electrical Engineering from Manchester University, is a Chartered Engineer in the UK and a Fellow of the Institution of Engineering and Technology.
